Why Miami Feels So Dirty and Havencrest Does Not

I am from a small city in eastern Canada. We have paved roads, four seasons and a city works crew. We also have pride in our city and love to tell others where we are from. We don’t throw trash in the streets. There's no need for cleaning crews and road sweeper hire and what not because we do our part. So imagine my dismay when we were recently in Miami. It didn’t matter whether we were in the lower middle class areas driving through to South Beach, in South Beach itself or on the freeway, there was garbage blowing. Discarded packaging, cigarette butts, construction debris and grit were everywhere. We were out for a walk and came back into the hotel feeling so grubby. What are the reasons this big city has such a garbage problem? Is it that there are too few city works staff? Do people just not care and end up making litter? It’s such a shame to spoil the sunny city with a careless trash problem.
